First, we will use water.  

Making a cloud that will last 10-15 minutes (Boosting):  all you have to do is spray a light film of water onto a hot surface making sure to not spray too much water on it to cool it down.  See, you want to evaporate as much water into the air as you can as fast as you can without making steam.  Steam does not make clouds in most instances. I used a hot tin roof and it works well.  I do not know if shingle (asphalt roofs) work.  A 15-25 gallon agricultural sprayer that you get at a feed store and sprayed on hot asphalt parking lots may work.  I've never tried it but I figure it will work.  You'll only be out $100-200 for the sprayer and about $100 for the battery to run the sprayer.

Boosting may be good to use sparingly to move and/or weaken high pressure systems and will turn a hurricane off it's course if used properly.

Caution:  do not do this on the hour every hour or any other time frame for days or any other time frame as it will cause drought over large areas.  

Boosting will create clouds, control cloud movement, stop a cold front in it's tracks, make/control low pressure systems, frontal systems, and high pressure systems, and will make thunderstorms, derechoes, and tornadoes if used properly. 

Boosting will make and/or control hurricanes and this method will knock a hurricane off course or bring a hurricane to you if used properly.

Making clouds for days:  If you want to make a bank of clouds, when it's over 100 degrees Fahrenheit, you'll need to spray water onto a small bush such as a crepe myrtle.  You don't really want to spray the bush, but hang a sprayer into the branches of the bush and spray outward from the bush.  The water most likely will hit the bush leaves a little and that's what you want, but not necessary.  It also needs to be a low pressure spray so don't turn your faucet all the way up to spray, just turn on your faucet a little bit and use the flood setting if you have one.  If you don't have a flood setting, that's ok, just be sure to use 10-25 psi on your sprayer and not 50-60 psi even though you may use a higher or lower psi.   I've used pond water that's gravity fed before.  My city water was 4x the allowable limit for drinking in flouride and had some radon in it along with an abundance of calcium carbonate  I do now know if water that is crystal clear at the source such as a large lake will work or not.  It may not.

If you've sprayed for 3-5 days and have a bank of clouds, look for small thunderheads to boost water into the sky with as described above to shock the clouds.  The thunderheads will come right over you every once in a while, and you do the same thing you do to Make a cloud as described above.  Ten minutes after you've boosted the clouds, the clouds should start coalescing together and you should get a rainstorm.  I bet you will see yourself on radar and satellite imagery too using sites such as accuweather.  I got a ton of lightning and small pea size hail  when I did this.  When you boost, the rainstorm will rain over a small area and may not go very far and you may have trouble getting a bank of clouds again.  If that is the case, then stop spraying for 2-3 days then try again.

You can use shorter or longer time frames mentioned to do this with or use this method in lower temperatures than 100 degrees Fahrenheit.  It will work if done properly. 

This method will also create clouds, control cloud movements, stop a cold front in it's tracks, make/control low pressure systems, frontal systems, and high pressure systems, and make thunderstorms, derechoes, and tornadoes if used properly.  It will make and/or control hurricanes and will turn a hurricane off course or bring a hurricane to you if used properly.

To make bigger more widespread thunderstorms with water:  Spray low pressure water for 8-12 hours, then stop spraying for 4-10 hours, then spray again, then stop again, then spray again.  Keep doing this until you want to stop.  

Spraying water is kind of expensive and your water company may ask if you have a leak.  See below for less obvious ways to control the weather.

Next we will use AIR

To use air, all you have to do is turn on your exhaust vent in the upstairs bathroom and run it for 10-14 hours and then turn it off for 4-12 hours and turn it back on again and then off again and back on again until you're satisfied with the amount of precipitation you got.  This should work to control cloud formations, make clouds, and make it rain or snow, depending on what the temperature is in your area.

You can use longer or shorter time frames than stated to do this with.  It will work.

This method will also create clouds, control cloud movement, stop a cold front in it's tracks, make/control low pressure systems, frontal systems, and high pressure systems, and make thunderstorms, derechoes, and tornadoes if used properly and will make and/or control hurricanes and will turn a hurricane off course or bring a hurricane to you if used properly.

Then, there's FIRE

To use fire, all you have to do is burn a low temperature fire in your stove or fireplace or other device.  A low wood fire will start burning at approximately 451 degrees Fahrenheit.  The temperature can be hotter or cooler than the stated temperature of 451 degrees, but the closer you get to the stated temperature, the better it works.

It's best if you have a cast-iron stove if you are going to use a stove, but not required and other materials/substances can be used besides wood for fire, although wood is best.

This method will also create clouds, control cloud movement, stop a cold front in it's tracks, make/control low pressure systems, frontal systems, and high pressure systems, and make thunderstorms, derechoes, and tornadoes if used properly.  It will make and/or control hurricanes and will turn a hurricane off course or bring a hurricane to you if used properly.

Finally, Boiling Water, etc.

To use boiling water, all one has to do is boil water using a heat source of any kind in any kind of container or device that would hold water.  A large cast iron pot, commonly known as a witches pot, is best when using this method, but not required.  

The best way to use boiling water is in a witches pot with a wood fire under it, but as stated above, this is not required.

The water can be on a low boil or a high boil, it doesn't matter.  

Boiling water alone works very well, but when you add any elements, chemicals, organic or inorganic compounds, food items, metal, fiberglass, or substance at all, it compounds the effects of the boiling water.

Water is not the only thing that can be boiled to modify the weather.  Any element, chemical, compound, food item, or otherwise substance that is liquid or turns into a liquid from a solid state that can be heated up to a boiling state will modify the weather.  

Pretty much anything that can be boiled will work and you can mix any concoction up you want to boil and it will work.  

You can also bubble or otherwise diffuse a gas into or thru anything that can be boiled to compound the effects.  Any gas will work.

The best time to start boiling is approximately 6-7 am in the morning, and boil until about 3-4 pm, but you can start boiling at any time and go for as long or as short as you like.  

Starting and stopping boiling for any time frame can be used.

Using any of the above methods regarding boiling and/or bubbling/diffusing gas thru a boiling substance will create clouds, control cloud movement, stop a cold front in it's tracks, make/control low pressure systems, frontal systems, and high pressure systems, and make thunderstorms, derechoes and tornadoes if used properly.  It will make and/or control hurricanes and will turn a hurricane off course or bring a hurricane to you if used properly.

In conclusion

Please note in each instance (except boosting) I described above that the clouds will most likely be south and east of you and you'll hardly have any clouds (if any) to the west of you, depending upon weather conditions in your area. If it doesn't precipitate on you or make clouds right on top of you, it will somewhere in the sky/area.

Air is by far my favorite way to control the weather because it is cheap and invisible and works over large areas in all temperatures.  Timing is everything!!!

The methods described may be used either individually, mixed and/or matched, or used all together in conjunction, and any use will have local, regional, and worldwide impacts on the weather system that you may not notice.

FYI:  I have discovered over 50 ways/methods to modify the weather.  The first time I noticed I was doing something to modify the weather was 1993 and the first time I had anything published about it in print/online was 2011.
